Let’s face it, this Decide Insight newsletter has a definite fragrance of public-private partnerships. It is not the first time that your Decide Hub brings you news, perspectives and analytics about complex contracts (see our recent PPP newsletter).
Truth be told, PPPs are part of the Decide DNA: one of the core areas of work of the network is Capital Investment in Health, with the design of a unique tool to help health stewards make the right decisions about their infrastructure investment plan.

Why this reminder? Simply because it explains the telluric enthusiasm of the Decide stakeholders for the groundbreaking -and potentially game-changing- Policy Brief that was published this month by WHO Barcelona Office for Health Financing and written by world class Health PPP expert Dr Mark Hellowell from the University of Edinburgh.
For the first time, WHO offers what the PPP world was lacking for a long time: an expertise on health financing that marries the knowledge of public-partnerships as well as the idiosyncrasies and complexities of health systems.
These complex contractual arrangements have been at the forefront of infrastructure modernization for over 30 years since the launch of the Private Finance Initiative in the UK in 1992!- but the health sector was structurally lacking documented evidence, guidance and perspective on the optimal use of PPPs to strengthen health systems.
This is why this report is a net contribution to health policy as much as healthcare organization: it adds considerable value by clarifying concept, options, routes and highlights opportunities and potential pitfalls.
